Well, there’s the old puking pumpkin, doesn’t get much cheaper than that. A picture explains it instantly:

And the hand-shaped ice if you have a punch bowl, created with the use of a powder-free latex glove, filled with water and frozen, then just snip the glove off and put it into red punch. Depends on whether you’re thinking of a gory sort of display with guts and ooze, or just faintly creepy, like having a wreath of all black plants and some cobwebs. I mean, I’ve been planning a party, but the age range (2-9) is such that even the black wreath would be overboard.
If you do have a couple more bucks to spend, places like Big Lots have some pretty cheap components that can be used with whatever you have already.

get black plastic trash bags from the dollar store. cut them across the top to open up as one rectangular piece. next cut into strips or slits, but don’t cut it all the way to the top. you can tape these in doorways and use a fan and strobe light in the background. it’s cheap, yet has a scary effect since you can’t see what’s really behind it.
